Speaker Mahinda Yapa Abeywardena says that any court established under the Constitution has no authority to issue any kind of orders and decisions regarding the local debt optimization proposal. The speaker points out that any such order or court decision is a violation of the Constitution.
The speaker mentions that the Parliament has full power over public finance according to Article 148 of the Constitution and the domestic debt optimization proposal was approved by the Council of Ministers and approved by the Parliament’s Committee on Public Finance and was passed by a majority vote in the Parliament.
Speaker Mahinda Yapa Abeywardena further states that former speaker Anura Bandaranayake has stated that the local debt optimization proposal cannot be questioned, reviewed or challenged before the Supreme Court or any other court and that the judiciary has no ability to question or intervene in parliamentary affairs.
