The legal counsel of former Head of the State Intelligence Service (SIS) Major General (Retired) Suresh Sallay, has sent a letter to the Director of the Criminal Investigation Department (CID), Shani Abeysekara.

In the letter, the Attorney-at-Law Asith Siriwardena states that his client’s physical and mental condition has severely deteriorated, and therefore it is necessary to immediately admit him to a hospital to receive medical treatment.

He further emphasizes that Sallay should be provided treatment by qualified and independent medical professionals, and that an urgent transfer to a suitable hospital capable of conducting a full medical examination and providing proper treatment is required.

The attorney also notes that Sallay has requested an opportunity to meet his legal counsel in order to prepare his last will and other related legal documents.

The letter highlights that these statements and circumstances clearly indicate a serious decline in Sallay’s physical and mental health, and that he may no longer be capable of making rational decisions regarding his wellbeing, health, and life.

It is also stated that the current conditions of his detention pose a serious and immediate risk to his life.

Accordingly, the attorney has urged the CID Director to consider several key requests. He further warns that if appropriate action is not taken, the matter may be used as grounds for future legal action, including constitutional, criminal, or international proceedings regarding the harm caused to his client.
